Walking or not walking

Hi all I have a 3 year old basset Nellie who i adore however walking is frustrating she will only go the way she wants if i try to go adifferent way she lays down and refuses to move. I have tried being patient but she can sit and if i try to move her she lays flat out. Treatz work occasionly but thats not a solution . She walks better if my husband us with us likes if to be 3 however she will still sit whenever she wants. She is not pain had her checked. Is there any hope.
