They are both sooooo cute! Seeing as I also have a boy basset and a girl beagle though, i could be biased, but i doubt it ; )
So, since they're both still really young i would guess they just haven't built up a tollerance to stuff outside like grass, or other things that could be getting on them...even just plain old dirt and dust billowing up.
I would just wash each of their legs off with a wet cloth once you get home, and that should take care of it, IF they're only doing it after the walks.
I have to do that when i get out in grass. I wash off the little fibers (grass has like little hairs on it that can irritate the skin) otherwise i start to itch too. So...you could try it!
