Quote from Feb 6th article (scroll down linked page):

"The state appropriation for the University of Pennsylvania's School of Veterinary Medicine this year was slashed 30 percent, from nearly $43 million to $30 million, according to the Associated Press. As a result, the school said it would have to eliminate an infectious disease research program, cut jobs, reduce hands-on training and financial aid for students, and possibly delay the opening of a $17 million critical care center.

The vet school crisis is bad news for struggling pet owners. The school announced last summer that it would no longer offer payment plans for clients at its small animal facility in Philadelphia and its large animal center, New Bolton, in Kennett Square. Instead, clients with large and small animals now have to pay half their bills - which can easily soar into the thousands - upfront and the rest before the animal is released."
