I've had dog runs of one sort or another at a couple of homes, and they're very convenient. 
I'd suggest giving her dog door access from your home into the run, which will make your life 100% easier, if you don't already have a dog door. Height would depend on her athletic ability--4 ft should be safe for almost any basset, and 3 ft would be adequate for most bassets. :wink:
