With out seeing any interaction my guess is you are miss reading the situation completely. If she truly randomly attacks the only safe thing to do is euthanasia but that is rarely to never the case. In play, yelping is only communication to the other dog it is getting too rough, what happens after the yelp? Interrupting play general does more harm than good provided the other dogs have the size strength and desire to discipline the puppy.
