I have a 5 year old BH who, typically, doesn't pee inside until we are on they way out [down two flights of stairs from our city apartment].

Her mind can't seem to process the stipulation that it's not okay to "let go" until we are ALL THE WAY OUT. Is this a BH problem? Is my dog's brain the size of a peanut [on a good day]? Can anyone give me advice on how to fix this?

How often are you taking Chloe outside? Perhaps if you took her out more frequently, she would be able to make it out the door. A very full bladder, plus the anticipation of relieving oneself, could be contributing to the problem......

Is this a new problem? If so, she might have a urinary tract infection. If not, can you carry her downstairs? It's supposedly harder for them to pee if they're being carried (personally, I don't know if this is true).
