basset behavior problems - need help

I have a 12 year old basset named Pepper. I got her through a rescue when she was 8 1/2 years old. three months ago me and my husband had a baby boy. Pepper is fine with the baby, but a few weeks after he was born she started peeing in the house. We learned to control most of it - crating her and not leaving her alone anywhere in the house. The past week she has started to pee after the leash is on her and we are about to take her outside for a walk so that she can go to the bathroom. She does this right in front of us. These are not accidents. I took her to the vet and there is no medical reason she is going to the bathroom. We are at our wits end. Does anyone know how to stop this behavior?

what testing was done for hormonal based inncontinence, CDS (canine dysfuntion syndrome), bladder and kidney stones, urethra /bladder abnormalities Often vets simply look for UTI and when they find none assume a behavioral cause.
