I was browsing through to see what ebay is all about and I found an Australian is trying to sell 3 basset puppies! Can he do this?

I'm not 100% sure but it looks like he's selling a postcard with basset puppies on it - not actually selling puppies...?

But to answer your question... IF in fact he is trying to sell puppies - NO he can not do that on eBay and IF that's what he's doing should be reported.
