You
need to buy from a better breeder. Breed average is 10-12 and 14 not uncommon.

Mmm - harsh! ;) Yes there are bloodlines that don't have the longevity one might expect (there was a well known American kennel who sadly tended to develop cancer and not live for as long as others - Sods Law they were otherwise lovely hounds) but there are a lot of things that affect how long a Basset might live for. Most of ours made it into their early teens but not all. And of course, we lost Franks at only 10.5 after he went off his back legs + the rest of his problems. He's come from what I'd expected to be a 'better breeder' too.

10.5 is in average range, 7<10 is definately below average and indicative of a problem if it is fairly consistent one off the die early are going to occur but history of a line with early cancer issues is indicative of something that should be being bred away from even if there is not a known genetic marker, corss breeding with lines known to not suffere for particular cancer would be a good thing rather than maintaining line breeding,.
