Got unexpected birthday gift of 5 yr old Lucy mid July. Have read over 50 pages here since then. First dog ever! I've been converted from cat lady to dog lady quickly. Lucy had odd habit: she will lay her head down with her hind quarters sticking up in the air and drag her head along the carpet, couch, or bed, moaning happily. Ears checked out clean. Is this a Basset thing or should I worry about something?

Assuming you did take her to your own vet for a health check within the first few days of adopting her, did he check her teeth/gums. No this isn't necessarily a Basset thing, and I'd go to her feeling some discomfort in her mouth. The moaning may be far from 'happpily'.
