Pennsylvania considers tax credit to encourage dog and cat adoptions
Oct 21, 2011 DVM NEWSMAGAZINE Harrisburg, Pa. — New legislation in Pennsylvania aims to boost dog and cat adoption rates by offering a tax credit to residents. House Bill 1765, introduced Sept. 26 and immediately referred to the state’s Committee on Finance, would give a $300 tax credit to any resident who adopts a cat or dog from a qualifying shelter, humane society or rescue group. The credit would only be available until Dec. 31, 2013, but would apply to any adoptions made after Dec. 31, 2010, according to the legislation.

Best of luck to you all. We had a bill here in TX that would've banned gas chambers and made it illegal for a shelter to euthanize an animal if a rescue could take it, but it was fought and defeated by HSUS and "friends". We are still so far behind the north east.
