If your dog does better when "working" have you tried using a doggy backpack? Our trainer recommended it for my mom's very hyper little pup and it worked wonders. The dog is "on mission" when wearing the backpack.

I guess I should be giving a bit of an update- We've both been working really hard on walking better. I've been taking him on a different route when it's dark out since that seems to be more where he has problems, and I've been more consistent on making him wear the harness, and he's been trying really hard to be good. Last night we saw a live, running bunny and he actually managed to ignore it. I was SO proud of him.
