Default How can I get Oliver to STOP marking indoors?!

So... I got Oliver when he was 3 years old and he wasn't neutered... so I got him neutered rather soon after I got him. He has had this problem for a while and I think I know why he does it. Whenever he gets in trouble, or we take one dog out and not him, or we bring in dogs to foster that he's not too keen on, he throws a fit and marks the house. I also can NOT take him to any store (regular, or pet store) because he will mark EVERYTHING! It's rather frustrating. We have tried every cleaner out there and none of it seems to really work... Is it impossible because he got neutered so late? It seems like the only advice I get for getting a dog not to mark is to neuter them early, but I can't go back in time to neuter Oliver younger because 1. time travel is impossible, and 2 even if time travel was possible I didn't even own him back then.
I know he was a breeder for about a year when he was younger (backyard breeders, nobody responsible) then they gave him away to the people I got him from. They were really nice people and they loved him, but they knew nothing about training him (at that time he was also an outdoor dog, so house training wasn't important for them). He had a lot of issues when I got him and it seems that the marking is the only thing that I havn't been able to get him over. Any advice?

actual studies done say age of nueter had no effect on the overall result of reduced marking. If the marking is sex hormone related it stops where nuetered early or not and if it does not stop it is behavioral. Markings is not simply a sex hormone issue it is a behavioral issue. It realy is no different than housetraining The first step is to take appropriate steps to prevent marking in the first place. Seems like this is where you are haveing difficulty. A belly band might help

Yep, same as regular housebreaking. Prevention (strict supervision and confinement when he can't be supervised) combined with reward for appropriate behavior (peeing outside).
