Default Sore after shots....

Took Cleveland to the vet for his 3rd puppy shots this mourning. That was like 8:00 now it is noon and I went to take him out to potty and he started whinning and yelping like he was hurt. I thought maybe I picked him up wrong but once inside i was petting him and he yelped again. Now he is not letting me pet him and runs away from me if I try to pet him or rolls to his belly so I can not touch his back or neck. Do you think he is just sore from the shots, or should i be worried about a reaction from the shot?

Some are more sensitive and react to being touched in the vacc area ,watch him if he doesn't seem better in 24 hours call your Vet.
