Unhappy New to the breed- health concerns

Hello all!
My puppy Waffles is fifteen weeks old and is my first puppy. He seems to have a rash on his stomach and bites at it obsessively. I'm uncertain what is wrong with him but he also has been needing to go outside more often and he frequently wants water. When he goes to pee it isn't very much and is kind of like droplets. This evening when I went to feed him dinner he didn't jump all over the place like normal but instead laid down. He did eat his food though when I put him next to the bowl. He's been quite lethargic all day but with random burst of chasing the cat. This behavior is unusual for Waffles (besides chasing the cat). Is it just the breed to be so lazy and sleepy all the time? He is up to date with his vaccinations and has been treated for heart worm every month since he was six weeks. He has had some very loose stools that are a light brown color and smell but not all his bowl movements are loose. The vet tech at the base animal hospital (I live on a military base) told me its allergies thats making him scratch and diarrea is normal for a puppy. I was really frustrated with her advice because I feel it is not right. Any advice? Thank you kindly for any advice.

If he's drinking a lot but not peeing, he could have a bladder or kidney infection.

Diarrhea is not normal, period. He's got something serious going on, please get him to a different vet!

It could be multiple things! I would get him to a Vet or a different Vet tomorrow. If he is drinking a lot of water, but hardly anything is coming you, Boomer's Mom is right, it could be some Bladder or Kidney infections.

Sure, the rash could be allergies, but that isn't my biggest concern. The fact he is semi lethargic and has potty trouble is very concerning.

Diarrhea is NOT normal and can cause dehydration pretty quickly in a puppy. He needs to see an actual vet.

And this is exactly why we dont use the vets office on our military base! Depending on where you are the local vets offices are often cheaper and give a military discount if you tell them you are military. Either demand a vets appointment on base which can be difficult or find a local office that will see you and waffles tomorrow. Good luck and as everyone has said it is not normal for a pup to have diarrhea. Let us know how you get on!
