I heard about this, really great news. People are gradually starting act on the link between animal abuse and human violence.

Will places like humane societies, shelters and breeders use the registry so those people won't be able to buy pets?

The problem is it will actual hurt animal cruelty prosecution 1. trial judges are going to be less likely to convict more minor accounts and much more case will be go to trial rather than pled out.
