for all those that don't think that rash of puppy mill regulations across the country are part of an overal systematic effort the proverbial foot in the door to control and end all breeding and dog sport activities by the animal rights fanatical I Give you
Cecil County, MD to Consider Exhibitor Licensing on May 10[ Quote:
Also of note is the requirement for air condition when the ambient outside temperature is 80 degrees etc. Again the standard for comercial kennels bieng applied to hobby breeder and simply owners of 5 or more performance dogs I hope this explains some what the fears many of us have when you try to legislate puppy mills out of existence buy requiring conditions that set the standard for humane treatment above that which an ordinary citizen or dog owner could reasonably achieve. How does one local law affect the entire country? I see nothing systematic about an overzealous law affecting one single county.
This isn't a puppy mill law. 5 dogs is not a puppy mill. To suggest that all puppy mill laws are bad because of laws like this one is foolish. I understand the frustration towards a law like this but I don't know of anyone that would call 5 dogs a puppy mill regardless of how passionate they may be. Perhaps an irresponsible breeder, but certainly not a mill. Obviously it applies to mills, but it is clearly not aimed at mills. Comparing this law to laws that regulate 50 or 100 dogs is apples to oranges. I really don't see how the problems with this law proves anything about puppy mill laws in general. If you think puppy mill laws across the country are currently acceptable consider that the rescue I work with just took in 19 of the 50 or so dogs rescued from a mill last week. That is nothing out of the ordinary. However, the person that ran this mill was already raided in 2009 and over 500 dogs were seized. Even after being prosecuted for the deplorable conditions of 500 dogs and convicted of animal cruelty, less than 2 years later she was able to already be back in business with 50 new dogs. Quote:

The current "humane standards were sufficient to convict the individual does not point to needing even stricter standards. All that is need in a changed in who is allowed to own dogs just as we require sexual predators to stay way from children we could the same with animal cruelity. It is not a problem and something that can't be enforced uniformly regradless if the individual is a "show breeder., puppy mill, dog fighter or your neighbor across the street. When you try an create legislation that effecta only a portion of the population that law by defintion is caprious and they always tend to trickle down. Quote:
The propblem is through the legislative process you simply can not effectively differentiate a hobby breed from a commercial operation. It was easier at one time when the defintion was selling puppies wholessale ie to pet stores. but the internet has allowed for large operation to market exclusively to owners therfore avioding USDA registration and inspection. So now In order to legislate these "bad breeder " there is a push for a numbers of dog number of breeding animal etc. It doesn't matter any number that is chosen is caprious. It will effect the good breeders as well as the bad. What we find over and over again when the goverment get involved in trying to regulate the market place it always benefits the larger producer over the smaller because of the large capital cost to meet such regulation. Contrary to what many believe in the long run such laws are actual going to bee a boon to the comercial puppy mills because they will be the only ones that have the ability to comply with the regulations an hobby breeders are regulated out of existence. Let us look at the PA law what is magical about 25 dogs. Their isn't it is simply the lowest number that those proposing the legislation thought they could use and still have it pass. It is completely and totally arbitrary so when the law does not have the effect some think it should they are back lowering the numbers we have environmental standard that are suposedly to proteck dogs that are going to do the opposite for working dogs. The standard for obvious reason do not take in to account the large varration in breeds What is humanly cold for a mexican hairless, is smak dap in the middle of the confort zone of a siberian husky. But these evironmental standard don't taake any of that into effect That don't allow for working dogs to be actually aclimated to the environment te are suppose to work. To think You can conger up a single standard that is humane for every breed without out it being overly restrictive is nieve. |
