Moles and Puppies

Can puppies be born with moles? I seen a picture of new born bassets, and they had a red bump under the chin, with 2 little hairs coming out of it, just like a normal mole would have. Does this happen? Or is that mean there is something wrong with the puppies that i seen?

It's not a mole but never knew it had a name. There's one under the chin towards the throat and two on each side of the face. I call them tufts of hair.

Miriam might know what they're called.

I don't know that they have a name, but they're the guidlines I use for the beard line when grooming schnauzers.
