problems breeding

My cousin has a really nice male, 2 years old, and she has him with a female(4years old) to breed. Well, it's like he doesn't know what to do. He is going thru the motions but he just can't quite get it!! She is ready and willing. My pups are neutered so I just dont know. Any suggestions?? Is this a Basset thing? Need some input please. Thanks....
