Subject: AKC Legislative Alert: Court of Appeals Rules in Favor of USDA


The AKC's Canine Legislation department has just learned that the US Court
of Appeals has ruled in favor of the US Department of Agriculture in its
appeal of a lawsuit brought by the Doris Day Animal League. The ruling,
which reverses a lower court's decision, upholds the USDA's interpretation
of the Animal Welfare Act to exempt hobby breeders from federal licensing
